Controlling state power is an indispensable requirement in the process of implementing the power of the state, which is the central element of the rule of law state. Over 30 years of renovation and development, Vietnam has gradually established basic and essential methods to develop a civilized and progressive country in accordance with the global requirements and universal values: the socialist-oriented market economy, the socialist rule of law state of the people, by the people, and for the people who are the masters of the country. However, besides the achievements of the process of renovation, there has revealed a number of shortcomings and limitations in various fields. Therefore, it is necessary to continue researching and innovating the tools and means of constructing and developing the society in which defining basic principles on the control of state power is the fundamental element.
